Be cautious with scrub pads and solvents. Some scrub pads will scratch window glass. Some solvents, eg. acetone will dissolve (soften) many types of "plastics." If some of the soaking and peeling suggestions do not work, I would try scratching the surface of the decal, to allow penetration, and then apply lacquer thinner. I have found that to be the best sticker remover with the least destruction. If possible, however, I would first test it on a non exposed area.
