I keep my Nikonos under my Palm PFD (a front-zip PFD works best for this!), and since the Nikonos doesn't float, I also leash it to a D-ring on my PFD. I used to keep it under a bungie on my foredeck until I started rolling, but all too frequently it would slip out when I turned upside down, dangle at the end of its leash, and get in the way of the paddle during the roll.

One thing to remember about Velcro is that it doesn't hold as well when wet as when dry, so if you go that route, be sure to put a leash on your camera.
