The benchmark for quality strobes is ACR.  Of their lights, the FireFly2 is 
an excellent choice --- tough, waterproof (to 200'), bright.  And expensive.  
But you're buying it as a safety device.  Don't recommend their 
"recreational" strobes --- for the same reason.  They're good, but don't 
appear to be nearly as rugged.  The FireFly2s are based on the military 
strobes that pilots and aircrew all carry, but they're lots lighter, as 
bright, and are powered by two AA cells (go with lithium) as opposed to the 
heavy, expensive and dangerous batteries (mercury?) that we use to use in the 
Navy.  See them at *www.acrelectronics.com" --- and see the dealers' list for 
sellers.  Just about any Boats'r'Us store sells them --- for maybe $50 or 
$60?  (Guessing.)  And remember, they don't replace flares as rescue device 
requirements for night paddling.  But, as a SAR pilot, they're bunches better.
