There have been several studies here in Oregon linking motorboat harassment
of kayakers with the effects of multigenerational inbreeding in small towns
along the lower Columbia River.

Am still considering getting a SOLAS grade parachute flare to carry on
deck, for signalling purposes only, of course.

Just out of interest, where does you governments draw the line between PWC
and other powered boats? I've seen craft that seat 3 people called personal
water craft, and speed boats that only seat a couple. The only difference
being bars instead of steering wheels.

Any bans in NZ water ways are normally on all motorised boats.  We are
increasingly having the same problems as the rest of the world.  One
fisherman killed a few years back when a jet ski hit his dinghy and problems
of jet skis zipping amongst swimmers at our local beaches (despite the
inshore speed regulations). Bans will come in time but unfortunately will
probably be ineffective because of lack of enforcement.
