In Illinois, exactly as in NH, we have to prove we paid the Illinois or equivalent sales tax in order to register our little boats. I bought a couple of kayaks, over the years, in Ontario. Ten or fifteen letters back and forth later, after haviing to be ready to attend a protest conference in Springfield [a couple hundred miles from Chicago], I finally got the Illinois officials to understand that the higher Ontario sales tax, even though it was in those tiny Canadian dollars, was more than the Illinois tax. It cost them more to send the letters than they got from the registration fees. We do get the occasional canoe launch, which few of us need but some paddlers really do appreciate, and a few other "benefits." But all in all, a headache that's not worth it for us.
