That's been my experience too. To some degree it depends on how you load 
the kayak. If you put the heaviest stuff (usually water) in the bottom of 
the boat and secure it there so it stays on the bottom, rolling a loaded 
boat is *much* easier. Of course, if you put all your water in last, 
rolling the boat will be somewhat harder. But even rolling a partly swamped 
boat, which in theory should be the "worst" loading situation (all the 
heavy stuff "down" on the upside down deck) is certainly no more difficult 
than rolling an empty boat. With most boats, anyway.
