"The operator of the jetski was
ticketed. We are considering civil action."

The operator of the jetski should be charged with reckless endangerment and
possibly attempted murder. If somebody engaged in equivalent conduct in an
automobile (buzzing pedestrians or bicyclists at high speed) they would
probably go to jail. Had someone died in this incident, the jetski operator
would certainly be guilty of manslaughter and possibly murder (remember the
Colorado skier recently who was convicted of manslaughter for reckless
skiing -- this was worse, since it was intentional). You have been the
victim of an assault and I think you should get a lawyer and sue these
bastards for every penny they have in punitive damages.
