The American Whitewater Affiliation has just, in the March/April 2001 issue, 
published the "American Whitewater Boating Non-Motorized Human Powered 
Boating Safety Report 1995-1998."  Clumsy title, great info.  For instance:  
"With the advancements in cold water paddling equipment and clothing, one 
would expect a decline in the frequency of boating accidents in cold water 
(<50 degrees F).  However, the number of fatalities in cold weather has 
remained unchanged since 1970s."

The report includes all human-powered craft [yes, even sea kayaks], not just 
whitewater boats.  In fact, in the section titled "Sea Kayakers" it says 
that less than 5% of boating accidents are in sea kayaks.  Another quote of 
a quote in the article: "Sea kayakers are people who want to know how to 
avoid dangerous situations, not overcome them."
