Near my house is a decent sized lake, about 8 miles around the edge. Along one side of the lake there is a fairly busy road. There is no swimming allowed, and boating is by permit only. For boats they only allow canoes and rowboats. Kayaks are explicitly disallowed. Any motorized boats must use electric motors. The lake is the town reservoir. There is a recent water filtration plant on the lake - ozone, big carbon filters etc.. Still the town officials are more afraid of what a little kayak might put into the lake than the thousands of cars driving along one shore, or the airport that has a landing pattern over the lake (the end of one runway is about 250 yards from the lake), or the trash incinerator 3/4 of a mile upwind of the lake...
