I think you're applying the definition for efficiency to faster speeds.
 It would be better put as:
"More energy converted to forward momentum per unit energy
expended translates to higher efficiency"

"Higher efficiency does not necessarily mean faster speeds.."

I whole-heartedly agree with your thoughts about racing philosophy vs.
touring philosophy.
