Because everyone knows that sharks have a particular weakness for 
the weed which tends to render sharks near-sighted (not to mention what
it does to their appetites).  So when they see a swimmer after munching a 
joint, they mistake the swimmers for a seal.

Sometimes when they eat a joint, they start looking for the yellow
submarine and, therefore, yellow kayaks become the target of their
nearsighted state....

Not much can be done.  Rehab for sharks has not proved promising.  They 
keep eating their counselors.
