A scoop rescue is faster than paddling around the other boat and safer than getting out of your boat. You come parallel to the other boat, reach for the far side cockpit edge with one hand, push down the near side with the other, the boat pivots up and you can grab the paddler's PFD and bring the head out of the water so they can breath. They can then exit when the panic is passed, followed by a T-rescue or an assisted re-entry and pump. Hope that helps.
