I think paddle swimming is one of the best ways to make up some distance (swimming) while wearing a PFD. It is tiring and really good for short distances not long distances but if you need to catch your boat it is a great way to do it. You can move more powerfully and faster through the water (wearing the PFD) using the paddle swim as opposed to just swimming. As Jed posted I also use significant body rotation and literally use the paddle to "crawl" through the water- almost the same motion you would use if you were doing this on land. I cannot effectively do this with a feathered paddle but maybe that is a learning thing. Like rolling it is alot technique and I practice mostly in swimming pools or lakes. One thing that helps me is to keep my head low as I swim,--like rolling raising your head makes the motion more difficult- in my opinion. I have never tried it in surf? When I kayak alone I tether my paddle to my arm so I won't lose it and the tether won't interfer with my attempt to roll- that failing I hope I have the presence of mind not to lose my boat but in rough water I can see that happening. A paddle swim might be a life saver so it is worth learning?
