Please note: Although the safety zone around the LHG ships has been rescinded, the safety zone requirements for cruise ships remains in affect. Chris Kuhlman The Captain of the Port (COTP) Houston-Galveston is reiterating the provisions of the safety zone requiring additional safety measures to be taken by ships transiting the COTP Houston-Galveston zone and waterfront facilities located in that zone. This MSIB supersedes MSIB 22-01 and contains two points of clarification regarding 24-hour notice given by all vessels, and cancellation of a requirement for moving safety zones surrounding LHG ships. Applicable Measures for Vessels 1. All vessels: The 24-hour notice given by all vessels over 1600 gross tons, including those participating in the AMVER program, arriving or departing the ports of Houston, Galveston, Texas City, and Freeport shall include: U.S. Customs "Crew/Passenger List" which includes full name, date of birth, nationality, and passport or other official identification number, position on the vessel, and the date and location that the crewman embarked the vessel. It is recommended that the arrival notices be provided seventy-two hours in advance to avoid unnecessary delays. 2. Ships carrying bulk liquefied hazardous gases (LHG) shall provide continuous roving topside patrols at all times and shall provide the COTP 24-hour notices prior to any movements within the port. The previous requirements for USCG escorts for LHG ships is hereby cancelled. Facilities at which LHG ships are moored shall provide continuous manned waterfront security. 3. All Chemical ships shall include a cargo stowage plan with their advance notice of arrival and departure. Facilities at which chemical ships are moored shall also provide continuous manned waterfront security. 4. Chemical and Oil Tankers shall provide continuous roving topside patrols once moored. Facilities at which LHG ships are moored shall also provide continuous manned waterfront security. 5. Barges carrying LHGs shall provide the COTP 24-hour notices prior to moving. The barge's cargo stowage plan shall be included with the notice. Facilities at which the barges are moored shall provide continuous manned waterfront security. Applicable Measures for Waterfront Facilities Waterfront facilities should maintain present enhanced security measures until further notice. These security measures include; 1. Provide continuous manned waterfront security at all facilities that transfer oil, chemicals, or LHGs. It is recommended that all facilities provide continuous manned security in the vicinity of the waterfront area, regardless of the cargoes handled. 2. Reviewing and updating the list of those persons who are authorized to access the facilities, 3. Establishing positive control for entrance to marine terminal areas, 4. Establishing a security program that includes performing daily checks of perimeter fences, barriers, and lighting, and 5. Restricting vehicles from parking within 100 yards from moored vessels except for attended vehicles or when the owner/operator remains within the immediate vicinity of the vehicle. In addition to the Port Physical Security Survey Checklist, the following areas should also be periodically re-evaluated: need for additional security resources; response time of security personnel; identification of personnel and visitors; routes of access; surveillance systems; communications; waterside security; and foreign vessel arrivals. All facilities and vessels may report any suspicious activities to MSO Houston-Galveston at (713) 671-5100, MSU Galveston at (409) 766-5400, or VTS Houston/Galveston at (713) 671-5103. KEVIN S.
