Maybe this is a new rule?  This past spring a bunch of us put in at Sunrise
Beach and paddled out to the fort.  We beached our boats there and wandered
over to the fort to talk to the rangers.  They said you can tour the fort
for _free_ if you arrive in your own boat; it only costs if you arrive by
tour boat.  No rangerly eyebrows were raised by the sight of 8 Folbots on
the beach.
