I believe the reason motorized craft are marked is to clearly indicate threat and direction of travel to other boaters. Any light on the water should be a cause for concern to any boater. I've seen the lights you refer to and they make sense for a motorized craft. There may be some rational for trying to determine if a kayak is coming at you or heading away, but at the distance you could tell, it is easier to just ask?
