Jim,

I'm sure you are aware the USCG requires you to have an efficient sound 
producing device for signaling.  I recommend the Storm whistle as I believe 
it is the loudest whistle.  I think whistles are more fool proof than horns.

For the same reason, I recommend you carry a signal mirror.  It is a pretty 
foolproof distress signal that can be seen from a long distance.  

I don't think I would carry flares as a day signal, but smoke would be 
worthwhile.  

Personally I think the best distress signal is a VHF radio.  You can get a 
good submersible one for about $250 now.  If you need it, it will be the best 
money you ever spent.  Since it also picks up the weather bands, you may 
avoid needing it as a distress signal.
