The Pelican cases are best, but tend to be bulky.

You could take a look at the GSI cases.  They're Lexan and are available in four sizes.
You could add padding (use closed-cell foam just in case).   The GSI cases are quite 
waterproof.   I use one for wallet, keys, cell phone, gps, glasses and other odds and ends 
and store it behind the seat in my kayak.  I've had it sit in water for a couple of days at a 
time with the seal in the water (i.e. the box on edge, not lieing flat) without a leak.  There 
are loops on the ends of the case that can take webbing.  I made a belt out of webbing 
and a Fastex buckle and use that to secure it to the kayak so it doesn't float off in an upset.
