Yes it will not coincide.

Imagine an extreme example of a bay with a narrow entrance perhaps the size
of a garden hose.

Effectively, the water level in the bay does not change much because the
entrance is so small. So flow is actually GREATEST at max high tide and low
tide because the difference in water level between the water inside and
outside the bay is the greatest then.

Obviously, the entrance is bigger than a garden hose but the principle
persists to some degree if the entrance is very narrow. The principle is
that the water level in the bay does not change as much as the water level
outside so that extreme differences tend to occur toward the time of low or
high water.

As the entrances get bigger this becomes less of an issue and the currents
start being greatest when the tidal height is changing most rapidly which is
at mid-tide. 

And you get various mixtures of these effects which determine the specifics
of the local situation.
