Just a few remarks to things other people already mentioned.
I don't know were you live, and I am not 100% sure what the legal 
requirements are for using a VHF radio in the USA.
Here in Canada you would need a " restricted operators licence maritime" to 
carry and use a VHF radio on your boat. Idea of this is to make sure people 
know the dos and don'ts in radio communication (like that it is a NO NO to 
use a VHF radio for land communication).
You won't need a station licence (sucha thing would register your boat and 
asign you a call sign, and costs a annual fee ~40CAD). This paperwork 
(operators licence yes, station licence no) would be also sufficient for a 
trip to the US (or vice versa, bilateral agreement).  Traveling to other 
parts of the world (like those French islands in the Northumberland Strait 
just off PEI) make a station licence mandatory.
Operating a radio without proper certification can get you in deep shit ($$$ 
and even jail).  In a live and dead situation I wouldn't care , but.....
