The National Ocean Service MapFinder (http://mapfinder.nos.noaa.gov/) has low res nautical charts as well as coastal photography. The interface can be a little slow while you try to narrow down to the photos you want. Make sure you check (Display Online Products Only) or you will get a list of everything available from NOS...
