While we're on the subject of chart cases, I thought I'd pass on one tip
that has worked very well for me.  I'm somewhat of a "chart case" (i.e.
"nut") myself in that I like being able to have my chart constantly in view
-- for entertainment (OK, so I'm a cheap date) as much as for ease of
navigation.  My case is a seal line (the 16" x 22" size, incidentally,
which I find to be just right) that has four D-rings (one on each corner)
on the case.

I attached an 1/8th inch (3 mm) bungie cord  to each of the D rings with
little plastic hooks tied on the loose ends of the bungies, the rear ones
being a little shorter than the front bungies.  Then on my kayak, there are
two nylon hooks (not the hooks I just mentioned) attached at the sides of
my cockpit near my hips and two more nylon hooks perhaps 3 or 4 feet
forward that serve as the rear anchors for the fairly typically array of
1/4 inch bungies used for storing stuff on the deck that came with the
boat.  What I do is arrange it so I can attach the two little bungies at
the rear of the chart case to my cockpit hooks and the two little front
bungies attach to the rear hooks that hold my "storage bungies".  When
everything is attached, the chart case lays practically on top of my lap so
it's easy to read, and the little bungies keep it stable yet make it easy
to get out quickly if necessary.
