Evan, have you practised wet exits, re-enter and rolls with this

 To be honest, no I haven't.  There's really not much to it that would
restrict one's exit from the boat since the rear end of the chart is still
at least 6 inches or so in front of me and stretches out of the way.  The
grap loop for my spray skirt does sit underneath the chart, but I can still
reach it with my hand.  It could (and probably would) get in the way
re-entering, however.  If I needed to re-enter after a capsize, I would
unclip the two rear hooks first, then roll up the case and put it under the
front storage bungie.  However, you are making me think I should probably
try some wet exits and re-entries with it just to make sure it works as
well as I think!

Evan, make sure you try it in cold water with your eyes closed. There are
times that it is impossible to see the grab loop.

I normally clip the most forward part of my chart case to the deck bungies
closest to me and just let the chart lay on top of my skirt. Only the 2
furthest points are attached to the boat. When I don't need the chart, I
flip it forward under the bungies.

This is both the most convenient way and probably the safest. Things clipped 
over the grab loop are not the best plan unless you have plans to do about 
1,000 wet exits with things that way, so you don't have to think about how to 
get to the "way out" of the boat.
