Dave,

THANK YOU for the list, but I question NJ.  I contacted DMV in
Lawrenceville, NJ, whom informed me that kayaks & canoes are exempt.   And
when I have been approached by park officials, it was only confirm that I
have (not be wearing) a coast guard-approved PFD.
