As part of the overall boating law there is a statement saying all operators of a registered vessel must pass a class and get certified. This kind of legislation appears every few years. This time the reasoning was "homeland security", some home owners on islands were "concerned" that some kayaker may paddle up with a boat full of high explosives and destroy their house.
