I just checked with 2 sources, one local and one at the MN Dept. of Nat. Resources, and they both say the same thing: if you want to paddle a kayak, any size, in MN, it must be registered in some state. If not, you can either gamble that you don't get caught or, pay the $15.50 fee (kayak's 15' to 19') for a decal that show's it's registered in MN for 3 years. Cars are different since they are all already registered in some state.
