Why not use newspaper?  Like the paper bag idea, this would not be a big 
hassle to the system where the stuff is eventually disposed of 
properly.  Just because you have flushed it down the toilet, "out of sight, 
out of mind",  doesn't mean that some one won't have to deal with all that 
plastic somehow. It wouldn't be welcome in a landfill, mixed with human 
waste.   A large city's sewage "treatment" plant might not balk at it, but 
the average septic tank would choke on it big time.  Newspaper is somewhat 
biodegradable, and doesn't take up much room, or cost anything either.
