Ortlieb make a bumbag (or fanny pack on the other side of the pond) which 
has a drybag-type roll-up closure and is guaranteed waterproof: certainly 
their drybags made of the same material and design are very effective. That 
might be an alternative to multi-pocketed PFDs, although I haven't tried it 
so can't say how comfortable it would be- might need to carry it facing 
forward and resting on the spray deck.

The PFD I have has two large velcro-closing mesh pockets which I do use, 
but I would not trust them to keep important things safe, never mind dry, 
in an emergency. Zip pockets might be safer, but zips have a nasty habit of 
getting stuck just when you are in a hurry.
