Peter, the concern is that the zipper tab can break off -- particularly if something snags the whistle or the line that attaches it to the zipper tab. We feel it's more reliable to attach the zipper to the structure of the PFD itself, such as the shoulder strap, or perhaps to a sturdy D-ring if available.
