One of the PFD manufacturers, I can recall which (I was at the Paddlesport show in NJ yesterday and my head is still spinning at the variety of PFDs available these days), seems to have a double safety setup. the opening in the front has an outer flap that has a zipper and an inner flap that has two or three fastex buckles (one at the top of the opening, one at about the middle and then the bottom one that may be the waist belt fastex buckle). I think the idea is that for ventilation you can choose not to use the zipper and just have the vest connected at those inner flaps with the fasttex buckles.
