The whistle can be caught on a deckline while trying a self rescue and open
up your vest.  It is not just theory...I have had it happen with a partial
opening of my PFD.  I mainly now have the whistle attached somewhere else on
the PFD, although I do have some old ones with the whistle on the zipper.
Which reminds me, there is such a thing as a locking zipper.  It costs the
manufacturer more but it would be nice to have that on something so vital as
your PFD.
