Ortlieb make a bumbag (or fanny pack on the other side of the pond) which 
has a drybag-type roll-up closure and is guaranteed waterproof: certainly 
their drybags made of the same material and design are very effective. That 
might be an alternative to multi-pocketed PFDs, although I haven't tried it 
so can't say how comfortable it would be- might need to carry it facing 
forward and resting on the spray deck.

The PFD I have has two large velcro-closing mesh pockets which I do use, 
but I would not trust them to keep important things safe, never mind dry, 
in an emergency. Zip pockets might be safer, but zips have a nasty habit of 
getting stuck just when you are in a hurry.

I've got something like this but it's not made by Ortlieb (never heard of 
them). I don't recall the maker offhand. It looks just like a fanny pack 
(or bumbag) with the roll-up closure with a plastic snap like a drybag.  It 
also has a mesh pocket on the outside.  I typically wear it facing forward 
and it's very comfortable.  Like any other drybag it's effectiveness is as 
only as good as the care one takes when rolling up the closure.  As long as 
I fold the closure over several times tightly the contents of the bag stay 
dry, even when I'm rolling a lot.  I find it very handy for when I'm out 
paddling and know I'm going to be stopping someplace where I'll need to buy 
something.  I don't need to get into the hatches to dig out a dry bag to 
get my wallet.  I just pull off my sprayskirt and PFD and off I go.
The company that makes it has it in at least two different sizes (I've got 
the smaller one).
