FYI -  In reference to human powered craft: they are considered by both the
Inland and the International Navigational Rules as just another vessel and
as such have no special rights over any other craft. In other words no
powered vessel has to yield to a kayak.

Unless the powered vessel is overtaking the kayak--in which case the kayak
has the right of way, just as the power boat would have the right of way if
the kayak was the overtaking vessel. If the power vessel is restricted in
it's ability to maneuver or is towing something, it will always have the
right of way. Human powered craft are not considered to be "restricted in
their ability to maneuver".

Best bet to remember is the "Rule of Gross Tonnage" though. If it's bigger
than you, it doesn't matter, let it have the right of way in all instances.

The Rules of the Road are published in NOAA's Coast Pilot which addresses 
various sections of United States coastline as to navigation aids, shape of the 
coastline, local rules and weather. It is a useful resource for coastal
waters.
