I create database driven web sites for a living so I guess I'll go ahead
and volunteer to do the coding.  I can develop it at home or on a machine
at work but  once it's done I'd like to see it hosted somewhere else.   The
host requirements are going to be fairly significant.  A database will need
to be installed.  I'd probably use MySQL or Postgresql (both are free) and
since I'm a Java programmer would want a servlet environment (preferrably
Tomcat).

I also have written a database driven GIS application using an open source
mapping API and am going to be doing a lot more of that at my job so there
is the potential for a really cool user interface.   Imagine a mapquest
like interface where one can search for a location or click on a map and
features will appear. Different colored icons for 1, 2, or 3 tier paddlers
could show up, as well as icons for local paddle shops.  Since I've got
access to hydrography data it could even show local paddling locations.  

The GIS application that I have worked on basically creates a thematic map
on the fly from statistical data about agriculture from the USDA but I made
it flexible enough that other kinds of data could be mapped as well.
During my research for the site I came across one that links to a bunch of
servers for displaying seismic magnitued.  One could click on an area and
it would show the location of recent earthquakes and their magnitude.  The
data could be obtained from a list of servers which captured the data and
made it available more or less in real time.  I thought it would be kind of
cool if the same kind of thing could be done from stream flow gauges as
they're becoming web accessible.  For whitewater paddlers, not only could
one tell where local rivers were but how high they were running.  OK, that
might be a bit much.

I also would want a consensus on what the system requirements should be
before I started working on it.
