As a outfitter who takes his job seriously I would really welcome a kind of certificate that could reassure me that this customer can handle a kayak before I rent him/her one. I know certificates are no guarantee against accidents or stupidity, but it would make me sleep better and legally put me in a better situation. Had a situation a couple of weeks back where a small group rented kayaks where I was a little uncertain about there abilities, the whether was really nice and the sea calm, but I got a little worried when a rescue helicopter flew over next day. Luckily it had nothing to do with the group.
