Nice try but we're missing the mark here.  What we really need to do is
licence the stupid.  Licences could be handed out on a sliding scale.  A
licence for the slightly stupid wouldn't cost much, however as you go up the
stupid scale ( or down if you prefer) the costs would increase.  Eventually
the costs of being really stupid would be so high that the applicant would
have to smarten up.

How about Doug Lloyd's wicked sense of humour,  "The report was almost
live...." I was once involved in the search for a body on the Athabasca
River in northern Alberta.  The boat I was in was being opperated by one of
the Cree elders when we found the body.  The tension was pretty high.  Then
the elder made some crack.  I can't remember what he said, but four of us
almost fell out of the boat laughing.  After that everyone was ok and we got
on with it.
