All they require is that you have 15 m of buoyant line that can be used as a heaving line. They don't regulate how you coil or stow the rope. Compared to a standard coil, chain sinnet is vastly superior, as it can be uncoiled and put to use without tangling. A standard coil jammed into a boat or subjected to abuse on the deck of a kayak, would almost certainly jam into a zillion knots.
