A tier system that gives basic levels of help, a geographical indication and a mail address. We can search geographically, select level 1,2,3 etc. and then send mail to any addresses that match our requirements. If any addresses don't reply, then too bad. At least that way we'll be able to target people theoretically in the area that we're interested in. If the d base gets out of date it could become cluttered with "dead" addresses, but maybe it's possible to automatise a periodical verification system. Some discussion lists send automatic verification mail to the new subscriber, to which they must reply to join the list. If that can be set up to send a verification mail once a year , say and give a fairly large time margin (in case the P'wiser is away on a trip,in jail, or worse, at work etc.) to reply, they get wiped off and receive an invitation to re-post their listing.
