A valid US operator's permit is ok for visitor's from the US.  Contact
the FCC (??) or whoever is responsible for radio licensing in the US
for the nearest center where you can get examined.

I'd first try your local Power and Sail Squadron.  In Canada, they handle
instruction and exams for pleasure boaters and I assume they do in the 
US as well.

A Maritime Radiotelephone (VHF) license course covers how to use your
VHF responsibly. It also covers the phonetic alphabet and correct
radiotelephone (VHF) operating procedures. You can pick up the manual,
study it like you would a learner's license for a driver's license, and
the take the Industry Canada Restricted Radiotelephone Operator's
Certificate Exam. These exams, when I got mine, were given at the
conclusion of a teaching session by the Power Squdron or by challenging
the exam down at an Industry Canada office. You can also arrange to have
an examiner/teacher come to your kayak club, run a couple hours course,
and generally pass everyone if you pay attention. Over.

PS   We had a drunk boater last week in Victoria, in his boat with his
beer, in his driveway, sending out MAYDAYS that he was sinking off Race
Rocks. A costly search was just underway, but was called off soon
enough, by alert neighbours who eventually called the police. What is
wrong with people. It happens fairly often.
