As a former sailing instructor on the Great Lakes, I always taught, and was
taught, that boats under sail always had the right away over anything else.
It is my personal opinion that boats under sail SHOULD have the right away
even over kayaks, because a kayak can travel in any direction, and a boat
under sail can not.  But living now in WA state, with our huge state ferry
system, and being aware of the several occasions on which our ferries have
collided with EACH OTHER, I have decided to assume that everyone else has
the right of way over me.  At least I can SEE them!
