I installed flush hatches in my plywood "Yare" during construction. I simply 
cut circles out of the deck, preserving the deck camber with low "handles" 
across the outside over the entire width of the hatch. I epoxied 1 inch 
plywood rings to the underside of the deck, which provide a lip for the 
weather-stripping, the inner diameter is 1/2 inch less than the hatch 
diameter. Two brass eyes screwed into each end of the handle from below hold 
a bungee loop, which in turn is stretched to a wooden hook epoxied and 
filleted into the bilge. It has never failed, has never leaked appreciably 
and is only on the second set of 1/2 inch weather-stripping in almost six 
years. In other words, the system works.
