I'm guessing it is something new they thought of. I talked with them on what to do about not having a HIN when I registered and they said nothing about assigning one. I agree with the comments about it not being permanent on this type of boat, I've patched bigger dings. It would be more permanent if I did it on the bright (varnished) deck rather than on the painted sides.
