SikaFlex at one time sponsored a quick-and-dirty boat building contest at the 
annual Wooden Boat Festival. Three 4x8 sheets of marine plywood, some 
dimensional lumber and unlimited supply of their goop. Some seriously good 
boats came out of that, but I never found anyone following it up.

How much cardboard are you allowed and what are the restrictions on the boat 
shape -- if any?

There's an annual cardboard boat regatta/race held in Watkins Glen (on 
Seneca Lake).  If I recall they don't limit the amount of cardboard but 
there are separate categories for "waterproofed" vs. unprotected boats.  I 
haven't seen it but apparently the race involving the unsealed cardboard 
boats is pretty entertaining.  Here's the
