Every boat manufacturer has to put a HIN on every vessel. You're now a boat manufacturer, so you've got a HIN. What are the first 3 letters? Probably your initials? This doesn't have to be very big. Look on the stern of a commercial kayak.

It took them ~6 months to send the number?

I guess the lesson learned here is that if you're going to build a boat in 
Illinois it might be a good idea to send in the request for the HIN a few 
months before you start building.  That way, it would be easy to make a 
rice paper decal with the HIN before the hull is fiberglassed.

I'm guessing it is something new they thought of.  I talked with them on
what to do about not having a HIN when I registered and they said nothing
about assigning one.

I agree with the comments about it not being permanent on this type of boat,
I've patched bigger dings.

It would be more permanent if I did it on the bright (varnished) deck rather
than on the painted sides.   But that wouldn't meet the requirements.
