At the AKT skills symposium a couple of years ago I attended the 
"Signaling" session.  One of the pieces of equipment demonstrated was a 
bright orange survival bivy bag.  They can be used in a variety of ways, 
will fit in the pocket of a PFD, and even have survival "instructions" 
written right on the bag, provide some reading material for boredom relief 
as you're waiting to be rescued.   An example of one can be seen at:

A similar useful piece of equipment is an emergency tube tent.  As seen here:

It would also be very visible and would provide shelter from the wind and 
rain if one were to make to shore but were still miles away from civilization.
