I recommend hooking the tow line to the deck (perimeter) lines as close to the bow as possible. If you hook it to the grab loop and the grab loop fails you loose the tow. If you hook it to the deck line and a deck line attachment fails you have about six others. If you hook it to the towed person at the cockpit, they will not travel straight. If you are worried about them being able to unclip it, attach it to a painter that runs from the bow to the cockpit. Then they can paddle up to the attachment and pull it back and unclip it.
