John, absolutely. Pre-inflated paddle float, then move to solid foam paddle float--less buoyant. I also found it useful to put on a dive mask so that I could see what the paddle was doing. And maybe find water shallow enough that you can push yourself back up with your paddle blade, so you can avoid bailing.
