I was experimenting with ballast last year, and this is what I came up with.

I filled a couple of liter-sized polycarbonate Nalgene bottles with lead
shot (had a few bags on hand) and secured the lid with good quality
electrical tape to gurantee against water coming in or the lid coming
off. Then I wrapped the bottles with 2" wide velcro tape. The mating
pieces of Velcro are used to tie the bottles in place to various frame
members in my folding kayaks.

If I was experimenting with a rigid boat, I'd use something flatter,
like dive weights, and just glue strips of Velcro in different places in
the boat.
