To check this out, I called my State Farm agent who called both the 
regional office and the national claims office.  In North Carolina,  my 
State Farm homeowners policy covers theft or other loss on the premises 
only up to $1000/boat. There is no coverage once I drive out of my driveway 
and no coverage associated with my car insurance policy: rack is covered, 
kayak isn't.  To get a separate $3500 (replacement coverage) boat owners 
policy for my P&H Quest from State Farm would cost me $240/year.  Anyone 
know of any specialty insurance agencies that could do better than this?
