The USCG prefers to promote products "made in the USA", so they are only certifying California Ballast Rocks for kayak safety at this time. And, despite NAFTA Canadian Ballast Rocks are subject to high tariffs, so the superior product is hard to come by in this country. I don't think I've ever seen one.
